He was transferred to a private facility in Clifton, Tennessee, operated by Corrections Corporation of America (C.C.A.). The company, which had been founded in Nashville in 1983, claimed that it could make detention facilities better for prisoners and more cost-effective for taxpayers, while enriching shareholders. The Clifton facility belied these claims. Its poorly trained officers were so terrified that they effectively ceded control to the prisoners, who were brutalizing one another.
